The Deloitte Citizen’s Mindset Model is a behavioral framework that supports institutions in moving from one-size-fits-all approaches toward nuanced strategies that reflect how people actually experience, navigate and relate to public systems over time.

Challenge
The project identifies a systemic issue where the impression of government interactions with citizens are often transactional rather than meaningful. Traditional persona-driven approaches frequently fall short because they rely on broad demographic generalizations that overlook the complexity of individual lives. In a highly diverse society, these static profiles fail to capture the beliefs, fears, motivations and aspirations that define a citizen’s experience. This lack of deep understanding can result in public services—such as healthcare, transit, or voting systems—feel irrelevant and alienating, ultimately hindering the realization of the "American Dream" for many.

Solution
The Mindset Model is an empathy-driven framework that helps government agencies move beyond transactional service delivery toward meaningful relationships with citizens by shifting from static demographics to dynamic, intersectional mindsets shaped by varied ways of Knowing, Being and Doing of the citizens. Delivered through a nine-phase Mindset Toolkit, it enables teams to translate complex research into human-centered action while recognising overlapping identities and barriers. This approach transforms the public sector brand from a system that treats people as data points into one that treats them as partners in a shared purpose. Key pillars of the solution include:
The Citizen’s Mindset Model: This framework focuses on three core lenses—Knowing, Being, and Doing—to bridge the gap between service delivery and the lived experiences of citizens.
The Mindset Toolkit: A practical, nine-phase guide that provides teams with structured exercises to build empathy, interpret complex research findings and translate those insights into actionable outcomes. The outcomes are aimed to align services with citizen values, when large-scale policy shifts are not immediately feasible.
Real-World Use Cases: The effectiveness of the framework was demonstrated across four critical federal services:
SNAP: Addressing emotional barriers and stigma in food assistance.
Department of Transportation: Improving public transit by understanding the needs of diverse ridership.
National Park Services: Enhancing inclusivity in natural spaces.
The Voting System: Identifying motivations and obstacles to civic participation among young voters.
By adopting this mindset-based approach, government agencies can foster a culture of respect, representation and empowerment, ensuring every citizen feels a sense of belonging within their country.
